
On August 7 the European Commission and the SpaceRISE consortium of Eutelsat, SES and Hispasat signed the implementation agreement that moves IRIS² from planning into deployment. Eutelsat’s share came to €3.39 billion ($3.9 billion) to build and operate the constellation’s low Earth orbit segment: 264 satellites carrying both military Ka and commercial Ku payloads, plus 66 more in military Ka alone, with spending phased across 2027 to 2034. The same day, the company reported that full-year revenue from the OneWeb constellation it already operates had risen 69.5 percent to €297 million, with government and defense demand among the drivers. The executive who sells that existing constellation to the U.S. government opens the second day of the Satellite Innovation track at Silicon Valley Space Week.
Ian Canning is President and Chief Executive Officer of Eutelsat Network Solutions, the arm Eutelsat Group uses to reach the U.S. government and allied militaries. It operates as a wholly owned independent U.S. proxy company, the structure that allows a French-headquartered operator to hold American defense business, with access to Eutelsat’s geostationary fleet and the OneWeb LEO constellation. Canning has led it since December 2024, promoted from chief operating officer and acting chief executive of what was then Eutelsat America Corp. and OneWeb Technologies. He directed the combined entity’s rebrand to Eutelsat Network Solutions last October.
He has been with the business since 2012, when he joined the predecessor company, TrustComm, as chief operating officer. He helped steer its acquisition by OneWeb, the deal that turned a small service provider into the proxy vehicle he now runs. Earlier he led global product innovation and marketing at Stratos Global, ran sales across Europe, the Middle East and Africa for Iridium, and held commercial and business development roles at Inmarsat, Nortel, and Motorola.
His job description is the panel’s subject in miniature. Eutelsat’s parent has become a sovereign asset in its own right: the French state took just under 30 percent in a roughly €1.5 billion capital raise late last year, making it the largest shareholder. The company now leads the LEO segment of the constellation the European Commission bills as Europe’s sovereign connectivity infrastructure. The subsidiary Canning runs sells into the American defense market. Both have to stay true at once.
The share register complicates the sovereignty story on its own terms; Bharti Space of India and the British government remain among Eutelsat’s largest holders, and Britain’s legacy OneWeb position is carrying a £340 million paper loss. The rest of the market is dividing along the same seam. SES cleared the same August milestone with up to €1.35 billion committed to 18 medium Earth orbit satellites. South Korea’s national space committee approved a domestic LEO plan in July targeting 2035. China is deploying two state-backed megaconstellations, Guowang and Qianfan, against ITU filing deadlines.
Canning joins “Sovereign Constellations and the Fragmenting Market” on Wednesday, October 28 at 9:00 a.m., alongside Alexander Mueller-Gastell, Chief Executive Officer and Managing Director of German ground-segment manufacturer ND SatCom, and Merry Walker, Co-Founder and Chief Executive Officer of Symphony Space. Drew Svor, a Partner at Sheppard Mullin, moderates. The program states the premise without hedging: Europe and China are building government-backed satellite networks, and the question is what that does to American companies. It is the first session of the day on the track. At 9:45 a.m. a market brief on protected positioning, navigation and timing, “The Unfunded Resilience Buy,” picks up the same problem from the procurement side. Both are in the Hahn Auditorium at the Computer History Museum in Mountain View.
What happens next on IRIS² is design work, not metal. The consortium finalizes the constellation design and lines up launch services before construction begins. The first satellites do not fly until 2029; the commercial Ku constellation is not due to be fully operational until mid-2032. That gives Canning six years of holding an American government customer steady while his parent company builds Europe’s sovereign network. The panel gets 45 minutes.
