An IoT alliance by Measat, Guodian Gaoke and StarWin

Measat has entered a strategic alliance agreement with three parties: Beijing Guodian High-Tech Technology (Guodian Gaoke’, and China StarWin Science & Technology to offer Internet of Things (IoT) services supported by the Tianqi Low Earth Orbit (LEO) Constellation in Malaysia.

The strategic alliance was formalized during a signing ceremony held alongside the International Digital Economy Conference Sarawak (IDECS) 2025 in Kuching. The event was witnessed by Sarawak Premier Datuk Patinggi Tan Sri Abang Haji Abdul Rahman Zohari Abang Haji Openg and Minister of Utility and Telecommunication Sarawak Dato Sri Haji Julaihi Haji Narawi. Measat was represented by Chief Operating Officer Yau Chyong Lim, Guodian Gaoke by Chief Operating Officer Guo Zhongjia, and StarWin by Chairman James Li.

“Digital transformation is key to boosting Sarawak’s economic efficiency and productivity through technology such as Big Data, IoT and Blockchain. To enable this, upgrading our digital infrastructure is essential, where Measat and the Tianqi Constellation can play a vital role. Under the Sarawak Digital Economy Blueprint 2030, Sarawak aims to become high-income and developed by 2030, with 96 per cent high-speed internet coverage, 20 per cent GDP contribution from the digital economy, and 100 per cent online delivery of government services. By this time, technologies such as AI, cloud computing, IoT and 5G will empower businesses of all sizes,” said Dato Sri Haji Julaihi Haji Narawi, Minister of Utility and Telecommunication Sarawak.

Recalling a success, he noted that a smart farming initiative using IoT had boosted productivity by 20 percent and a significant increase to the farmer’s. Sarawak now targets IoT adoption across all agriculture stations, aiming for a 50 per cent increase in yield, 40 per cent rise in household income, and 40 per cent reduction in labor costs.

Under the collaboration, Measat will be the authorized service provider for the Tianqi Constellation’s satellite-based IoT services in Malaysia, leveraging its distribution network to drive commercial rollout in 2026. Meanwhile, Guodian Gaoke will provide the Tianqi LEO satellite constellation and related systems, enabling seamless integration with local businesses and StarWin will supply and integrate certified ground terminals, ensuring compliance with Malaysia’s technical and regulatory standards to support end-user needs.

“This strategic partnership marks a major milestone for Measat as we expand our multi-orbit capabilities and contribute to Sarawak and Malaysia’s digital transformation,” said Yau Chyong Lim, Chief Operating Officer of Measat. “We are proud to support the Sarawak Government’s vision as a SpaceTech Consultant and service provider, deploying satellite IoT solutions to overcome geographic challenges and drive sustainable growth. With advanced LEO satellite technology, data transmission is now possible even under dense tree canopy, and the easy installation and maintenance coupled with low power consumption makes it ideal for remote applications.”

“The advantages of LEO satellite-enabled IoT are far-reaching. We can deploy flood forecasting and early warning systems in remote areas, implement smart utility management systems to monitor asset health and water quality, support renewable energy integration especially hydropower and solar, and enhance healthcare access through telemedicine. Additionally, smart agriculture and precision farming can be extended to even the remote areas,” Yau added.

Measat’s local expertise and regulatory leadership, combined with StarWin’s advanced terminal technology, ensure a seamless service roll-out, Together, we aim to connect industries and uplift remote communities with cutting-edge IoT capabilities,” said Guo Zhongjia, Chief Operating Officer of Guodian Gaoke. The Tianqi Constellation currently comprises 38 LEO satellites, delivering narrowband IoT connectivity globally across sectors such as forestry, agriculture, energy and environmental protection.
