Cailabs and RBC Signals Partner to Develop Global Optical Ground Station Network

On Thursday, September 10, 2026, photonics technology developer Cailabs and satellite ground infrastructure provider RBC Signals announced the signing of a Memorandum of Understanding (MoU) in Paris.

The agreement establishes a framework to evaluate the site selection, operational software orchestration, and commercial delivery of Cailabs’ planned Optical Ground Station-as-a-Service (OGSaaS) network across RBC Signals’ global ground facility footprint.

Ground Segment Context and Managed Service Evolution

The collaboration addresses a key physical bottleneck in high-throughput satellite downlinks: the capacity ceiling of legacy radio frequency (RF) spectrum. Satellite operators generating massive datasets across Earth observation, space domain awareness, and orbital computing missions increasingly require laser communication downlinks to transfer data to ground networks without RF bandwidth constraints.

The partnership expands on RBC Signals’ hybrid ground network operations spanning RF and optical bands and supports broader industry shifts toward laser communications for distributed orbital computing and high-volume data transport. By bundling Cailabs’ laser ground hardware into RBC Signals’ existing Ground-Segment-as-a-Service (GSaaS) platforms, the companies aim to offer managed optical downlinks without requiring satellite operators to build bespoke ground stations.

Technical Architecture and Optical Downlink Parameters

The MoU focuses on solving atmospheric transmission challenges inherent to optical space-to-ground communication:

  • Geographic Site Diversification: Assesses candidate locations across RBC Signals’ network using cloud cover analysis, atmospheric turbulence profiling, security infrastructure, and fiber backhaul connectivity to enable automated pass-handover when local weather degrades a primary site.
  • Network Orchestration Software: Evaluates the integration of RBC Signals’ mission management software to automate scheduling, pass prioritization, and dynamic data routing for Cailabs’ optical ground stations.
  • Laser Receiver Hardware: Incorporates Cailabs’ multi-gigabit optical ground stations, which utilize spatial light modulators and adaptive optics to compensate for atmospheric turbulence during optical downlink passes.

“Satellite operators shouldn’t have to build an entirely new ground network to benefit from optical communications,” stated Jean-François Morizur, Chief Executive Officer of Cailabs. “RBC Signals brings a global ground infrastructure footprint, established customer relationships and experience supporting multiple missions. Cailabs brings deployable optical ground stations and the foundation of a future global optical service. Together, we are working towards a model in which satellite operators can access optical capacity as a managed service, wherever their missions require it.”

Operational Assessment Roadmap

Engineering and business development teams from Cailabs and RBC Signals will initiate joint technical studies to evaluate station locations and software integration protocols. The operational assessment phase will establish commercial distribution frameworks, allowing RBC Signals to integrate Cailabs’ optical downlink capacity into commercial agre
