On Sept. 16, 2026, Italian aerospace developer Involve Space secured project funding from the European Space Agency under the Investing in Industrial Innovation (InCubed) programme to develop StratoSAR, a stratospheric Earth observation platform carrying Synthetic Aperture Radar payload systems.

Involve Space will serve as prime contractor for the initiative, leading an industrial consortium that includes partner companies Echoes and Titan4.
Platform Architecture and Radar Capabilities
The StratoSAR program aims to field Europe’s first stratospheric platform equipped with a Synthetic Aperture Radar sensor. Operating in High-Altitude Platform Station (HAPS) flight regimes, the system combines long-endurance stratospheric station-keeping with active radar sensing. Unlike traditional optical payloads operating in low Earth orbit, Synthetic Aperture Radar allows the stratospheric platform to penetrate cloud cover and operate continuously during both day and night conditions.
The platform utilizes Echoes’ radar hardware expertise alongside Titan4’s advanced radar data processing and interferometric analytics pipelines. The integrated system is engineered to deliver persistent, high-resolution imagery over fixed geographic areas, offering persistent revisit times without the orbital latency gaps typical of satellite constellations.
Operational Rationale for Critical Infrastructure Monitoring
Developing a stratospheric radar capability responds to increasing European institutional and commercial demand for continuous environmental surveillance. By maintaining prolonged station-keeping over targeted regions, StratoSAR provides real-time monitoring of energy grids, transportation corridors, industrial sites, and coastal zones. Additionally, the platform is structured to support disaster management authorities during flood events, landslides, and emergency response operations where ground visibility is obscured by adverse weather.
Commercialization Timeline
Under the ESA InCubed co-funding framework, the consortium will transition the StratoSAR technology from platform integration to commercial qualification. Involve Space and its partners will conduct initial stratospheric flight demonstrations and radar calibration trials to mature the system for commercial deployment across European infrastructure and defense markets.
