HELSINKI, FINLAND — In a major expansion of its sovereign space infrastructure, CTI Aeroespacial, a joint venture between the Portuguese Air Force and engineering center CEiiA, has signed a contract to procure two additional synthetic aperture radar satellite systems from European Earth observation leader ICEYE.

The new spacecraft will be operated directly by the Portuguese Air Force, bringing the nation’s total fleet of ICEYE-built radar assets to four. Portugal launched its inaugural sovereign radar satellite in March 2026, which is already integrated into active national security operations. Personnel from the Portuguese Air Force recently completed formal inspections of the newly ordered hardware at ICEYE’s manufacturing facility in Finland, verifying full operational readiness ahead of scheduled delivery.
Building an Agile Atlantic Constellation
By scaling its dedicated orbital assets to four satellites, the Portuguese Air Force can significantly slash data tasking and collection latencies. The expanded capacity transforms Portugal’s independent space assets into a high-speed, persistent monitoring constellation optimized to police the expansive Atlantic maritime domain and the country’s extensive Exclusive Economic Zone.
Beyond traditional military reconnaissance, the high-resolution radar stream will support a wide range of civil applications, including environmental protection, natural resource safeguarding, and rapid disaster response.
Unlike conventional optical imaging satellites that require clear daylight, ICEYE’s synthetic aperture radar instruments emit microwave pulses that bounce off the Earth’s surface. This active sensing technique allows the constellation to capture high-fidelity imagery through dense cloud layers, heavy storms, and total nighttime darkness, ensuring uninterrupted maritime tracking.
“Those who see clearly act faster and Portugal is building the sovereign capability to do exactly that,” said Jordi Laguarda, Vice President of Missions for Spain and Portugal at ICEYE. “This expanded constellation gives the Portuguese Air Force the revisit rates and response times that modern defence and civil protection missions demand. Space-based intelligence, operational at the speed of real-world events.“
Advancing Freedom of Action
The strategic expansion lands as European defense ministries increasingly prioritize domestic and allied space architectures to counter shifting geopolitical threats. High-revisit space intelligence has rapidly transitioned from a luxury strategic program to a frontline operational necessity across Europe.
General Sérgio da Costa Pereira, Chief of Staff of the Portuguese Air Force, emphasized that the procurement directly enhances the nation’s defense posture. “This latest acquisition strengthens Portugal’s freedom of action,” General Pereira stated. “The expanded SAR capability improves readiness for defense and security missions while supporting wider national ambitions, including environmental monitoring and the safeguarding of natural resources.“
The dual-satellite sale highlights ICEYE’s ongoing growth momentum in the government and defense procurement markets. Backed by its recently finalized Series F funding round, the Finland-headed space firm is actively delivering end-to-end sovereign satellite systems to seven distinct European nations, cementing its position as the continent’s premier provider of independent radar intelligence from orbit.
