The legal challenge, submitted by environmental law firm Earthjustice, asserts that the agency violated the National Environmental Policy Act (NEPA) by licensing an orbital illumination payload without conducting an environmental impact evaluation.
The petition follows the FCC Space Bureau’s July 9, 2026 order, which granted radio frequency spectrum authorization for the experimental satellite while determining that non-RF light pollution and astronomical interference fell outside the agency’s mandatory environmental review scope.
Prior Administrative Decision and Regulatory Context
The regulatory challenge directly targets the Space Bureau’s precedent-setting ruling on space-based solar reflectors.
