In an announcement released Wednesday, Oct. 28, AvL Technologies disclosed that it has achieved Final Cybersecurity Maturity Model Certification (CMMC) Level 2 certification following an assessment conducted by an authorized Certified Third-Party Assessment Organization (C3PAO).

The milestone validates the satellite communications provider’s compliance with federal cybersecurity benchmarks governing the protection of Controlled Unclassified Information (CUI) across the United States defense industrial base.
Defense Supply Chain Mandates and Federal Cybersecurity Standards
The Department of Defense (DoD) established the CMMC framework to safeguard sensitive defense telemetry, technical data, and operational schematics residing on contractor information systems. Under federal acquisition directives, commercial defense contractors and system suppliers handling CUI must undergo independent third-party validation to secure and maintain contract eligibility across the defense acquisition lifecycle.
AvL Technologies’ achievement of Final CMMC Level 2 certification confirms that an independent, government-authorized assessor verified the company’s complete implementation of all security requirements outlined in National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171. A Final designation signifies that the organization met every required security control during the comprehensive assessment cycle, without open deficiencies or conditional exemptions.
Enclave Architecture and Technical Safeguards
To achieve the benchmark, AvL established a dedicated secure environment engineered to isolate and protect sensitive digital assets throughout engineering design, prototyping, and assembly workflows. The security architecture incorporates:
- Dedicated Hardware Infrastructure: Physical and logical isolation of computing systems and network appliances utilized exclusively by personnel who handle, store, or process CUI.
- Access Control and Identity Governance: Role-based user access privileges and encrypted communication pathways preventing unauthorized data extraction.
- Specialized Workforce Protocols: Comprehensive security training programs for technical personnel and engineering staff governing the proper handling, storage, and transfer of federal project records.
- System Integrity and Operational Controls: Structured data segregation procedures designed to maintain immutable audit trails and ensure persistent compliance against NIST SP 800-171 specifications.
Strategic Rationale and Allied Contracting Posture
As tactical space communications and mobile satellite systems become integral components of modern combined-arms operations, ensuring cybersecurity within hardware manufacturing has emerged as a top defense procurement priority. Commercial mobile terminals deployed in theater frequently interface with critical military networks, making hardware manufacturing facilities potential targets for adversarial cyber exploitation.
The validation enables AvL to receive, process, and exchange CUI in direct coordination with the DoD, tier-one prime contractors, and international defense procurement partners under verified physical and digital safeguards. The certification provides assurance to defense program managers acquiring expeditionary satellite terminals for mission-critical deployments.
The security milestone follows AvL’s broader expansion into allied defense programs, including a recent $31 million contract to supply Wideband Global SATCOM (WGS)-certified mobile terminals for the Polish Armed Forces in collaboration with regional partner GISS Sp. z o.o.
Executive Perspective on Defense Assurance
“Our customers trust AvL with mission-critical communications, and that includes protecting the sensitive information behind their missions,” said David Bowne, Chief Executive Officer of AvL Technologies. “Final CMMC Level 2 certification shows that our security practices have been independently verified. It further establishes AvL as a trusted solutions provider to the defense and government community.”
Long-Term Program Support and Terminal Manufacturing
With corporate headquarters and specialized manufacturing facilities based in Asheville, North Carolina, AvL designs and manufactures mobile satellite antenna systems and automated positioners serving military, government, and commercial sectors. Approximately 80 percent of the company’s terminal platforms support government and defense users across multi-band and multi-orbit environments, ranging from X-band and military Ka-band tactical networks to commercial constellations.
The finalized accreditation positions AvL to compete for upcoming defense solicitations that incorporate mandatory CMMC clauses across defense satellite communications, expeditionary command posts, and emergency response infrastructure. By embedding verified security controls directly into its production and engineering footprint, the company reinforces its operational alignment with long-term DoD procurement schedules.
