FCC Grants SpaceX Approval for 15,000-Satellite Very Low Earth Orbit Direct-to-Device Constellation

On October 7, 2026, the Federal Communications Commission (FCC) granted regulatory approval to SpaceX to launch and operate a 15,000-satellite Very Low Earth Orbit (VLEO) constellation dedicated to direct-to-device (D2D) satellite-to-cellular communications.


Operating at orbital altitudes between 326 kilometers and 335 kilometers, the dedicated Starlink Mobile network layer expands SpaceX’s non-terrestrial network infrastructure, enabling direct 5G cellular connectivity to standard, unmodified consumer smartphones.

VLEO Orbital Dynamics and Atmospheric Drag

Operating at altitudes between 326 km and 335 km represents a major architectural shift from Starlink’s core low Earth orbit (LEO) shells positioned near 550 kilometers. By dropping operational altitudes into the VLEO domain, the network reduces free-space path loss and signal latency, which allows space-based payloads to establish reliable radio links with standard mobile handsets without requiring specialized chips or heavy directional antennas.

However, operating in VLEO subjects spacecraft to perpetual atmospheric drag from Earth’s thin outer upper atmosphere. To counteract rapid orbital decay and prevent premature deorbiting, each satellite relies on continuous electric propulsion burns for station-keeping. The heightened atmospheric drag significantly accelerates natural orbital decay rates upon propellant depletion, requiring SpaceX to maintain an active orbital replenishment pipeline to replace retiring satellites on a continuous multi-year cadence.

Regulatory Lineage and Spectrum Assets

The regulatory authorization resolves an administrative review initiated when the FCC opened its formal review for SpaceX’s 15,000-satellite VLEO constellation in late 2025. The approval complements previous commission decisions, including the FCC’s landmark spectrum sharing and direct-to-device frameworks that sanctioned SpaceX’s $17 billion acquisition of 65 megahertz of mid-band AWS-4 and H-Block spectrum licenses from EchoStar Corporation.

While early direct-to-cell testing relied on secondary access to partner spectrum like T-Mobile’s 1.9 GHz PCS band to deliver basic messaging at 4 Mbps, the newly approved VLEO layer integrates dedicated Mobile Satellite Services (MSS) spectrum and advanced high-power phased arrays. The upgraded architecture targets direct-to-smartphone transmission speeds of up to 150 Mbps per user, establishing a global facilities-based non-terrestrial network capable of serving dense mobile device populations.

The high-power platform builds directly upon SpaceX’s 250 kW Starlink Gen3 AI satellite architecture, which incorporates custom Nvidia Vera Rubin NVL72 onboard edge compute hardware to conduct real-time digital beamforming and dynamic frequency allocation directly in orbit.

Executive Leadership Perspective

Federal regulators highlighted the public interest benefits of expanding space-based Supplemental Coverage from Space (SCS) to eliminate terrestrial coverage dead zones and accelerate national broadband connectivity.

“Today’s FCC decision will help supercharge competition while expanding our country’s technological leadership,” stated FCC Chairman Brendan Carr during the regulatory proceedings. “Americans are now about to see another big upgrade as satellite begins to compete directly with traditional cable and wireless providers for in-home and mobile subscribers.“

Launch Manifest and Orbital Replenishment Pipeline

Deploying and maintaining a 15,000-spacecraft constellation in a high-drag VLEO regime requires an unprecedented manufacturing and launch cadence. Because satellites operating below 350 kilometers face rapid orbital decay once their operational lifespan concludes, SpaceX estimates that maintaining full constellation density will necessitate launching thousands of replacement units annually as older spacecraft complete controlled reentries.

The physical scale and mass of the high-power Gen3 spacecraft tie constellation deployment directly to the operational flight rate of SpaceX’s Starship launch vehicle. Starship’s heavy payload fairing volume and high mass-to-orbit performance are required to loft dozens of high-mass VLEO satellites per launch. With full regulatory authorization secured, SpaceX will begin initial orbital deployment flights to establish regional D2D coverage shells before transitioning the platform toward commercial service rollout.
