Vaughan will address techniques for successfully applying video-over-IP technologies to the DoD enterprise during the summit session titled Adapting Commercial, Off-the-shelf (COTS) Solutions to Military Applications. “Military applications for video are broad and varied, and finding the right COTS solution that excels in these applications while meeting the requirements of the DoD enterprise can be a significant challenge,” said Vaughan. “The key to success for effective implementation of video-over-IP technology in military applications lies in identifying a solution that not only offers advanced low-latency encoding and management capabilities, but also integrates smoothly into the existing IT-based, network-centric environment that supports modern warfare while complying with the multiple security layers that can be applied to mission-critical video.”
Military applications of video-over-IP include, but are not limited to, distributing real-time full-motion video (FMV) feeds globally for Intelligence, Surveillance, and Reconnaissance (ISR) and C2 capabilities, enabling commanders to communicate effectively, monitoring news feeds for situational awareness, and ensuring that training is always available. The growth of video convergence in the DoD enterprise and the tight integration of video with DoD mission systems demands that the industry expand its definition of COTS and that the government redefine its video application requirements. Vaughan will leverage insight gained through his extensive experience in engineering and deploying network video technologies in military applications to discuss means of fostering communication between industry and the DoD enterprise and bridging this divide. His presentation also will address the use and potential of video teleconferencing, web-based streaming, content distribution networks (CDNs), asset and metadata management, knowledge portals, service oriented architectures, e-learning portals, identity management, and desktop security technologies within the DoD enterprise. Vaughan is a former U.S. Air Force communications officer and network engineer, responsible for the deployment and optimization of tactical IP networks. Over the past 10 years in civilian employment, he has held engineering, sales, and management positions at Lucent, VBrick Systems, and Sonic Foundry. He has been actively involved in helping military organizations deploy network video technologies since 2002.
