According to RIA Novosti (the Russian News & Information Agency), a new, yet-to-be-built space center located in the far eastern section of the country will be the site of a series of manned spacecraft launches, starting in 2018. The launch site’s name is Vostochny and the Russian president has already signed a construction decree. This information was relayed by Russia’s first deputy prime minister, Sergei Ivanov. He is in charge of the country’s military-industrial complex.
The first spacecraft should be launched from Vostochny in 2015, with the manned flights to start in 2018. There are currently two sites used by Russia for their launches, Baikonur (via a lease with Kazakhstan) and Plesetsk. Ivanov also said he wishes to ensure measures are undertaken right away to turn Russia into a leading space power rather than be just a provider of launch services for others.
