SpaceX Identifies Unshared Ephemeris Data as Primary Orbital Collision Hazard in Low Earth Orbit

In a presentation delivered on October 6, 2026, SpaceX identified the refusal of satellite operators to share ephemeris data—including precise orbital position data and planned maneuver schedules—as the single greatest collision risk facing low Earth orbit (LEO) constellations.


Addressing regulatory and operational stakeholders, the operator behind the Starlink mega-constellation warned that uncoordinated orbital maneuvers and withheld position telemetry by third-party satellite owners severely impair automated collision avoidance systems and elevate the threat of catastrophic orbital debris generation.

Ephemeris Transparency and Orbital Mapping

Ephemeris data provides the high-precision mathematical models, orbital elements, and velocity vectors necessary to calculate the future trajectory of a satellite over time. While SpaceX maintains automated autonomous collision avoidance software across its Starlink fleet, calculating accurate conjunction assessment probabilities requires precise, up-to-date trajectory data from both encountering spacecraft. When an operator changes a satellite’s orbit or executes an attitude maneuver without broadcasting updated ephemeris and planned thrust burns, predictive tracking algorithms register false conjunction warnings or, more critically, fail to predict real collision risks.

During the October 6 briefing, SpaceX presented an operational map detailing global compliance among satellite operators in low Earth orbit. The map explicitly categorized commercial, civil, and military operators into those that actively share ephemeris telemetry with SpaceX and those that refuse or fail to provide standardized positioning data. According to the disclosure, a significant portion of active LEO spacecraft continue to operate without publishing open, machine-readable orbital telemetry or planned maneuver schedules.

Regulatory History and Semiannual FCC Mandates

SpaceX highlighted that its push for open ephemeris sharing is a long-standing operational requirement rather than a new initiative. The company has repeatedly raised the issue within its semiannual constellation status reports submitted to the Federal Communications Commission (FCC) over past reporting cycles. Despite recurring regulatory filings and public calls for standardized space situational awareness (SSA) protocols, SpaceX reported minimal progress or compliance improvement across non-participating operators.

Under FCC licensing rules governing large-scale non-geostationary orbit (NGSO) constellations, operators are required to implement collision risk mitigation plans, coordinate with existing orbital networks, and maintain active post-mission disposal reliability. In its controlled-deorbit reporting to the FCC, SpaceX documented proactive deorbit procedures designed to reduce collision probabilities for aging Starlink units before spacecraft lose attitude control authority. However, company engineers emphasized that internal risk-mitigation measures cannot fully compensate for uncoordinated maneuvers by third-party satellites operating in overlapping orbital shells.

Operational Challenges of Uncoordinated Maneuvers

The lack of standardized ephemeris exchange creates operational friction across congested LEO altitudes between 400 km and 600 kilometers. When two satellites approach a predicted close pass—known as a conjunction—both operators must determine whether an evasion maneuver is necessary. If one operator executes an unannounced station-keeping maneuver or orbit adjustment, the recalculated path can inadvertently direct the satellite into the flight path of another spacecraft that was previously on a safe trajectory.

Furthermore, commercial operators that rely on basic ground-based radar tracking from public catalogs, such as the U.S. Space Force’s 18th Space Defense Squadron, often experience tracking latencies of several hours or days. Ground radar tracking inherently lacks the real-time precision of onboard GPS ephemeris data, introducing large error ellipsoids that force constellation operators to execute unnecessary avoidance burns, consuming valuable onboard propellant reserves.

Industry Outlook and Regulatory Recommendations

As commercial and government operators deploy thousands of additional spacecraft into low Earth orbit, space safety advocates and commercial operators are calling for mandatory, real-time data-sharing standards. SpaceX urged regulatory bodies, including the FCC, the Federal Aviation Administration (FAA), and international spectrum regulators, to condition orbital licensing on mandatory, open ephemeris exchange and automated conjunction coordination protocols.

The debate arrives as federal agencies consider broader rules governing space traffic management and orbital debris mitigation under SpaceX’s ongoing FCC regulatory proceedings. Industry observers note that without enforceable mandates requiring satellite operators to publish planned maneuvers and precise ephemeris data, the risk of orbital conjunctions will continue to escalate alongside LEO constellation density.
