SEOUL, South Korea — KAI Networks has been recognized by the Ministry of Technology for a groundbreaking achievement in NewSpace regulation: the successful implementation of INTEGRASYS’ LEOREG. This deployment marks the world’s first operational Non-Geostationary Satellite Orbit (NGSO) monitoring system, setting a new global benchmark for spectrum oversight.
The honor was bestowed during the 4th Satellite Radio and Satellite Technology Conference in Seoul, highlighting a major step forward in managing the complexities of next-generation satellite constellations.
Pioneering Spectrum Sovereignty
As Low Earth Orbit (LEO) constellations such as Starlink and OneWeb continue to proliferate, regulatory bodies face increased pressure to manage spectrum resources effectively. The LEOREG solution addresses this by enabling real-time spectrum monitoring and protection for incumbent Geostationary (GEO) satellite services.
Key capabilities of the deployed system include:
- ITU Compliance: Ensuring strict adherence to International Telecommunication Union (ITU) regulations, specifically Articles 21 & 22.
- Interference Detection: providing advanced analytics and live interference detection to secure national spectrum sovereignty.
- Multi-Orbit Management: Simultanous oversight of rapidly growing LEO assets alongside existing GEO infrastructure.
Orchestration and Hardware Integration
The project was executed through a strategic four-way partnership involving KAI Networks, INTEGRASYS, and antenna technology leaders AVL Technologies and KNS Technologies.
KAI Networks managed the full coordination, logistics, and operational readiness, achieving system acceptance in a record time of less than five months from contract award. The physical infrastructure integrates advanced flat-panel and multi-orbit XY antenna systems from AVL and KNS. These systems are fully orchestrated by the LEOREG software to ensure high-precision signal tracking and continuous monitoring performance.
Executive Insight

The deployment has been cited as a blueprint for future interference response systems as the industry moves toward a “Direct-to-Device” era.
“We are honored by the trust of the Korean radio frequency regulator leadership in adopting the first NGSO regulatory system, LEOREG. Their forward-thinking approach is the new way to regulate NGSO constellations. We are proud to contribute to this pioneering success alongside KAI Networks, AVL, and KNS.” — Álvaro Sánchez, CEO, INTEGRASYS
