SatNews, in collaboration with ManSat and Jones Day, is presenting an informative one-day Space and Satellite Regulatory Colloquium focused on emerging space law and regulatory issues facing the U.S. Administration and International governments. The colloquium will be held at Jones Day Conference Facilities overlooking the U.S. Capitol Building. The event will be held October 24th, 2013. Continuing legal education credit is included.

You are invited to attend this informative event to begin at 8:00 a.m. and conclude at 6:00 p.m. Breakfast and lunch will be provided and a reception wine tasting cocktail hour will be held on the patio overlooking the Capitol Building at the conclusion of the event.

Ian Blumenstein
Ian Blumenstein

Ian Blumenstein’s practice is focused on representing investment banks and issuers in high-yield debt financings and other equity and debt capital markets transactions. Over the course of his career, he has represented many of the world’s leading investment banks and corporate clients in a broad range of capital markets matters, including offerings and restructurings of high-yield debt securities, IPOs and secondary stock offerings, preferred stock offerings, offerings of convertible securities, PIPEs, and other private placements of debt and equity securities. Ian also has extensive experience representing companies in other securities and general corporate matters, including restructurings, mergers and acquisitions, joint ventures, ‘34 Act compliance, and derivative securities. Patricia A. Cooper
Patricia A. Cooper

Patricia Cooper has served as President of the Satellite Industry Association since November 2007. As President, Ms. Cooper is SIA’s lead advocate for regulatory, legislative, export control, government services, public safety, and trade issues of critical importance to the Association’s diverse membership. She also manages the day-to-day operations of SIA, including member communications, staff leadership, and SIA-sponsored events.  Patricia brings more than 20 years of experience in the satellite industry and in government. She joined SIA following a five-year tenure in the Federal Communications Commission, where she managed the FCC’s bilateral relationships with regulatory agencies across the world and, as Senior Satellite Competition Advisor to the International Bureau, served as lead author of the FCC’s inaugural satellite competition report to Congress. Henry R. Hertzfeld
Henry R. Hertzfeld

Dr. Henry R. Hertzfeld is a Research Professor of Space Policy and International Affairs at the Space Policy Institute, Center for International Science and Technology Policy, Elliott School of International Affairs, George Washington University. He is also an Adjunct Professor of Law at GW. He is an expert in the economic, legal, and policy issues of space and advanced technological development. Dr. Hertzfeld has served as a Senior Economist and Policy Analyst at both NASA and the National Science Foundation, and is a consultant to both U.S. and international agencies and organizations. Professor Ram S. Jakhu
Professor Ram S. Jakhu

Prof. Ram Jakhu has over thirty years of experience in space-related fields.  He is Associate Professor at the Institute of Air and Space Law, McGill University, Montreal, Canada.  From 1995 to 1998, he served the International Space University, Strasbourg, France, as a Professor and the first Director of the Master of Space Studies program.   Prof. Jakhu’s research interests include law and policy of space applications, space debris, space safety and space security. He has authored a book and more than 60 articles in several reputed journals and edited books entitled ‘Space Safety Regulations and Standards’, ‘National Regulation of Space Activities,’ and ‘ICAO for Space.’ More about each speaker here. 


Michael Lopez-Alegria
Michael Lopez-Alegria

Michael Lopez-Alegria is the President of the Commercial Spaceflight Federation. He comes from a distinguished background in aerospace which includes positions as a Naval Aviator and test pilot (Capt., U.S. Navy, Ret.), NASA astronaut and International Space Station (ISS) commander. Lopez-Alegria received his Bachelor of Science degree in systems engineering from the U.S. Naval Academy and a Master of Science degree in aeronautical engineering from the U.S. Naval Postgraduate School. He is also a graduate of Harvard University’s Kennedy School of Government Program for Senior Executives in National and International Security and speaks Spanish, French and Russian. He has over three decades of experience with the U.S. Navy and NASA in a variety of roles including Naval Aviator, Navy engineering test pilot and program manager, NASA astronaut, ISS commander, and assistant director of flight crew operations. Lopez-Alegria has flown on Space Shuttle missions STS-73, STS-92, and STS-113, and served as Commander of ISS Expedition 14 in which he flew to and from the ISS aboard a Soyuz TMA-9. Rebecca MacPherson
Rebecca MacPherson

Rebecca MacPherson joined Jones Day in January 2013 where she advises clients in the transportation sector, with a particular focus on strategic and regulatory issues in the airline, aviation, and commercial space transportation sectors. Prior to joining Jones Day, Rebecca served as assistant chief counsel for international law, legislation and regulations at the Federal Aviation Administration. She provided legal and policy guidance to the FAA on matters associated with the development of regulations governing all aspects of aviation and commercial space transportation, as well as the day-to-day implementation of all existing standards and regulations. Rebecca was responsible for developing novel solutions to industry problems within the confines of existing regulations and statutes. More about each speaker here. 


Pamela L. Meredith
Pamela L. Meredith

Is an attorney at law at the firm, Zuckert Scoutt & Rasenberger, L.L.P. As Chair, Space Law Practice Group Ms. Meredith advises clients in Commercial space project planning and implementation; commercial space transactions; risk management and insurance; licensing and regulation; export controls; dispute resolution; and commercial arbitration. Additionally, Ms. Meredith has been an Adjunct Professor of Satellite Communications and Space Law at American University’s law school in Washington, D.C. since 1989. More about each speaker here.


Clayton Mowry
Clayton Mowry

Clayton Mowry is President of Arianespace, Inc., with responsibility for managing Arianespace’s customer, industry and governmental relations at the company’s U.S. affiliate. Mowry joined Arianespace, Inc. from the Satellite Industry Association (SIA), where he was executive director of the nonprofit alliance that represents leading U.S. satellite manufacturers, service providers and equipment suppliers. Prior to the SIA, he worked as a satellite industry analyst and senior international trade specialist for the U.S. Department of Commerce’s Office of Telecommunications, and was a Presidential Management Intern and trade policy analyst covering the space launch industry for the Department of Commerce. J. Armand Musey
J. Armand Musey

J. Armand Musey is the president and founder of Summit Ridge Group LLC. Armand specializes in the satellite, media and telecommunications industries. He has a unique blend of 16 years of equity research, investment banking and consulting experience. Armand has completed dozens of financial valuation, strategic analysis, business development, corporate governance and business plan creation assignments in the communications industry and has experience working on numerous financing and M&A transactions. Baroness Emma Nicholson
Baroness Emma Nicholson

Baroness Nicholson of Winterbourne was ennobled and took her seat as a member of the House of Lords in the United Kingdom Parliament in 1997, having also served as a Member of the House of Commons and, subsequently, in the European Parliament. She is a member of the United Kingdom Delegation to the Parliamentary Assembly of the Council of Europe and the European Security and Defense Assembly. She chairs the All-Party Parliamentary Groups for Foreign Affairs; and for Economic Development in Iraq & the Region. More about each speaker here.


Professor Joseph N. Pelton, Ph.D.
Professor Joseph N. Pelton, Ph.D.

Dr. Joseph N. Pelton is the Director Emeritus of the Space and Advanced Communications Research Institute (SACRI) at George Washington University. He served as Chairman of the Board (1992-95) and Vice President of Academic Programs and Dean (1995-96) of the International Space University of Strasbourg, France. Dr. Pelton has also served as Director of the Interdisciplinary Telecommunications Program at the University of Colorado Boulder, which at that time was the world’s largest graduate level telecommunications program. Dr. Pelton has held a number of executive position at Comsat and Intelsat including serving as Director of Strategic Policy for Intelsat. Dr. Pelton has written extensively about all aspects of space and has published over 35 books and over 300 articles in the field. Dr. Pelton is a Fellow of the International Association for the Advancement of Space Safety (IAASS), a member of its Executive Board and Chairman of its Academic Committee. Patrick H. Rayermann
Patrick H. Rayermann

Mr. Rayermann is currently Senior Manager, Business Development, Astrium Services Government, Inc. He has over 30 years of experience in satellite operations and policy with the United States Army, DISA, and the Department of Defense (DoD). In his role as a Senior Manager, Business Development for Astrium Services Government, Inc., Rayermann is responsible for helping to guide the company’s engagement with DoD leadership at all levels and building awareness for how the DoD can affordably meet many of its COMSATCOM and MILSATCOM requirements. Before joining Astrium, Rayermann worked as a Senior Director of Strategy and Development for Orbital Sciences Corporation, where he supported senior leadership by identifying strategic challenges facing customers and providing innovative solutions. Dr. Del Smith
Dr. Del Smith

Dr. Del Smith has more than 35 years of experience as an international lawyer dealing with high-technology law, including the financing, regulatory, institutional, and international aspects of telecommunications and satellite communications. His specializations include direct satellite broadcasting, utilization of the geostationary orbit, international telecommunications policy, technology transfer, transborder data flow, satellite insurance, and computer/communication interactions. He has represented satellite manufacturers, banks, and space insurance underwriters in numerous transactional matters. These include assessments of financial, technology, and country risks; drafting and negotiation of investment agreements and loan documents; conduct of corporate valuations and due diligence analyses; international and domestic legal and regulatory compliance; and preparation of corporate disclosures. Christopher Stott

Tom Tshudy

Prior to joining ILS in June 1998, Tshudy served as division counsel for Lockheed Martin Missiles and Space. Previous positions include director of business management for Reusable Launch Vehicle Programs and group general counsel at McDonnell Douglas Corporation and six years on active duty as an officer in the U.S. Air Force Judge Advocate Corps.
