During the joint session, the Board and the Operations Committee addressed and made decisions on various aspects of the Organization’s business. The delegates reviewed a detailed report of Intersputnik’s Director General related to the Organization’s performance over the year and a report on the performance of Intersputnik’s subsidiary Intersputnik Holding, Ltd. Compared to 2008, in 2009 the revenues grew by 11.2 percent while the profit increased by 12,6 percent. The Board and the Operations Committee unanimously gave a high appraisal to the performance of the Organization in the period under review having noted that Organization had performed well in the unfavorable conditions of the global financial and economic crisis.
The delegates reviewed and approved the report of the Chair of the Operations Committee on action taken by the Committee over the year and the Report of the Audit Committee on the audit of Intersputnik’s financial and economic indicators during the period from January 1 to December 31, 2009 and Intersputnik’s Finance Plan for 2010.
The Board and the Operations Committee thoroughly discussed progress in the filing, notification and international frequency coordination of Intersputnik’s satellite networks as a vital aspect of Intersputnik’s activity. In this context, Intersputnik’s governing bodies reviewed the status of Intersputnik’s cooperation with the Telecommunications Administration of the Republic of Belarus, which performs the functions of Intersputnik’s Notifying Administration with respect to several satellite networks, and found it advisable to assign these functions to the Telecommunications Administration of the Russian Federation – Intersputnik’s Notifying Administration with respect to the majority of satellite networks of the Organization.
The Board an the Operations Committee gave a high appraisal to Intersputnik satellite projects implemented with Intersputnik’s participation using the Organization’s spectrum and orbit resource and instructed the Directorate to take steps so that such projects are successfully completed.
The Board an the Operations Committee reviewed the updated version of the ‘Procedures of Filing Intersputnik Satellite Networks with the International Telecommunication Union and Securing their International Legal Protection’. The ‘Procedures’ were approved and took effect.
Also, the joint session looked into and approved a program of developing the Intersputnik satellite telecommunications system. Its key features are the procurement of Intersputnik’s own space segment and maximum utilization of Intersputnik’s spectrum/orbit resource in cooperation with partners interested in co-financing Intersputnik’s projects, first of all, in the member countries.
Another important event was the election of the Deputy Director General. The delegates elected Mr. Stefan Kollar, citizen of the Czech Republic, to hold this senior office for another four years.
The Ministry of Telecommunications and Mass Communications invited the Board and the Operations Committee to meet in November 2011 in Moscow (Russian Federation) commemorating the 40th anniversary of the Organization.
