Ostapchuk acquired the company. Mr. Ostapchuk graduated from Moscow Technical University of Communications and Informatics, as well as from Berlin Management Institute. He has an MBA degree in IT and telecom management. He has worked as the commercial manager and then as the Director General of CJSC GlobalTel, which is the exclusive operator of the Globalstar satellite system within the Russian Federation—Moscow, Russia
