TOKYO and MIDLAND, Texas – August 4, 2026 – Fulfilling international regulatory conditions under its operating license, direct-to-cellular (D2C) satellite communications provider AST SpaceMobile formally notified the Federal Communications Commission (FCC) that it has initiated active D2C service operations in Japan.

The operational milestone marks AST SpaceMobile’s initial commercial service activation outside the United States, establishing a direct orbital connection to standard mobile handsets across the Japanese archipelago.
Constellation Footprint and Orbital Delivery Architecture
The initial operational deployment utilizes AST SpaceMobile’s phased-array BlueBird satellite constellation in Low Earth Orbit (LEO). Engineered to connect directly to unmodified 4G and 5G smartphones, the BlueBird platforms feature large deployable aperture arrays designed to communicate across commercial cellular spectrum allocations without requiring specialized hardware or external antenna adapters on terrestrial handsets.
Following immediate orbital positioning maneuvers, the active BlueBird units will deliver continuous supplemental cellular coverage across Japan’s main islands and mountainous remote regions. The network is structured to route voice, messaging, and broadband data directly into terrestrial partner core networks, providing backup network resilience during natural disaster events and expanding coverage beyond traditional cell tower footprints.
Competitive Dynamics Across the Japanese Telecom Sector
The activation equips Japanese telecommunications operator Rakuten Mobile with space-based coverage capabilities to challenge rival domestic wireless carriers. Competing national operators—including KDDI Corporation, SoftBank Corp., and NTT Docomo—have aligned with alternative satellite constellations, such as SpaceX’s Starlink network, to deliver direct-to-cell supplemental messaging and broadband services.
By integrating AST SpaceMobile’s high-power phased arrays directly into its LTE and 5G network architecture, Rakuten aims to eliminate dead zones in rural prefectures and offshore maritime zones, securing a technical differentiator in a highly saturated mobile market.
Strategic Capital Structure and Public Sector Funding
The commercial partnership is anchored by significant equity alignment and institutional financial support. Rakuten maintains a strategic ownership position in AST SpaceMobile, holding approximately 15.51 million shares representing roughly a 5.3 percent equity stake in the space infrastructure developer.
Furthermore, the expansion is supported by a $926 million strategic funding allocation from the Japanese government aimed at strengthening national communication resilience, expanding emergency disaster response networks, and fostering international satellite infrastructure collaboration.
Upcoming Launch Manifest and Operational Expansion
To boost orbital capacity and increase coverage frequency over Japan, AST SpaceMobile is scheduled to launch three additional production-class BlueBird satellites on August 5, 2026. The spacecraft will lift off aboard a SpaceX Falcon 9 rocket from Cape Canaveral Space Force Station in Florida, with targeted launch timing set for 3:42 a.m. EDT.
Upon successful orbital insertion and array deployment, the additional satellites will enter service within weeks, reducing latency and expanding the operational duty cycle of the D2C service across Japan ahead of broader global commercial rollouts.
