TIA also called for full reimbursement of narrowband relocation costs as well as endorsed granting flexibility to D Block licensee(s) and the PSBL to negotiate network sharing charges, increased hardening levels, and interoperability requirements. Finally, TIA requested clarity on data rates set in the FCC’s proposed D Block rules. TIA lauded the FCC for attempting to provide greater detail about the responsibilities of the 700 MHz, D Block licensee(s) and the PSBL in an effort to create increased incentive for private investment in the D Block with a shared public safety network structure. TIA urged the FCC to reduce or eliminate its proposed minimum bid of $750 million, given the current economic crisis.
