The flagship initiative aims to establish a sovereign, multi-orbit European broadband network to safeguard government, military, and critical infrastructure communications.
Program History and Consortium Framework
The IRIS² (Infrastructure for Resilience, Interconnection and Security by Satellite) project represents a multi-billion-euro public-private partnership. The initiative officially moved into production following the signing of the landmark concession agreement between the European Commission and the SpaceRISE consortium.
Under the structure outlined in the SpaceRISE multi-orbit concession deal, satellite operators SES, Eutelsat, and Hispasat manage commercial execution, while prime industrial contractors—including Thales Alenia Space and Airbus Defence and Space—lead payload and bus architecture design.

The IRIS² constellation is engineered to combine low Earth orbit (LEO) and medium Earth orbit (MEO) assets integrated with existing geostationary (GEO) infrastructure:
- Spacecraft Volume: Designed to incorporate 264 Low Earth Orbit satellites alongside 18 Medium Earth Orbit satellites to maintain continuous global optical coverage.
- Optical Inter-Satellite Links: Utilizes high-throughput laser communication terminals to form a secure mesh network in orbit.
- Security Layer: Features advanced encryption protocols, anti-jamming payloads, and direct 5G software integration tailored for European government and military users.
Strategic Impact and Operational Roadmap
The program is structured to begin initial governmental service demonstrations before reaching full operational capability by 2030. By establishing an independent communications architecture, the European Commission and member states seek to reduce reliance on foreign commercial satellite constellations while providing secure backup connectivity for critical ground infrastructure.
