On Friday, July 17, 2026, Amazon’s low Earth orbit (LEO) satellite broadband division finalized a commercial distribution agreement with South African telecommunications provider Herotel.

The structural arrangement grants Amazon the requisite regulatory permissions to deploy its satellite internet services within South Africa, establishing a mechanism to bypass the independent licensing hurdles that have stalled competing constellations in the region.
Operational Architecture and Fleet Metrics
The upcoming commercial deployment establishes a clear technical and structural comparison between the two primary non-terrestrial networks vying for southern African market share:
- Local Distribution Partner: Herotel, an internet service provider and fiber/wireless infrastructure operator owned by Maziv, will serve as the localized licensee.
- Commercial Brand Name: The satellite service will be commercialized and distributed to end-users under the brand name Evry.
- Active Constellation Footprint: Amazon’s LEO fleet currently maintains approximately 400 operational satellites in orbit.
- Competitor Footprint: SpaceX’s Starlink fleet has scaled to encompass more than 10,000 active satellites in orbit.
Regulatory Compliance and Licensing Mechanics
The agreement represents a major tactical divergence in how foreign satellite operators navigate South Africa’s Electronic Communications Act. Local statutory framework dictates that any entity holding a national network license must maintain a minimum of 30 percent ownership by historically disadvantaged groups.
While SpaceX has historically refused to cede equity in its domestic operations, leading to an ongoing public standoff and a prolonged regulatory gridlock over Starlink approval, Amazon opted to utilize an indirect market route. Under the structured framework, Herotel will retain full custody of all necessary network and service licenses, while Amazon operates strictly as the upstream technology and space-segment provider. Amazon itself will hold no South African telecommunications licenses.
Commercial Rollout Timeline
Despite Amazon possessing significantly fewer orbital assets than its competitor, the regulatory clearance positions the company to potentially go live in South Africa ahead of Starlink. Herotel and Amazon are currently finalizing the localized ground segment routing infrastructure, with the formal commercial launch of the Evry broadband service scheduled for 2027.
