HUNTSVILLE, Ala. — The Missile Defense Agency (MDA) has executed a third massive tranche of contract awards under its Scalable Homeland Innovative Enterprise Layered Defense (SHIELD) program, adding 340 contractors to the vehicle today, Jan. 15, 2026.
This latest round of awards reinforces SHIELD’s status as a cornerstone acquisition strategy for the agency, operating under a shared ceiling of $151 billion. According to the Department of Defense contract announcement released today, the vehicle is designed to allow the MDA and other defense entities to “rapidly compete orders” under a single, flexible enterprise structure .
Rapid Expansion of the Industrial Base
The announcement follows a rapid-fire sequence of expansion for the indefinite-delivery/indefinite-quantity (ID/IQ) vehicle. The MDA previously announced an initial tranche of 1,014 awards on Dec. 2, 2025, followed closely by a second announcement of 1,086 awards on Dec. 18, 2025 .
With today’s addition, the total number of vendors eligible to compete for task orders has swelled significantly, reflecting a strategy to maximize competition. The selection process was highly contested, with the MDA reporting that 2,463 offers were received via the System for Award Management website.

Technical Priorities and Timeline
The SHIELD vehicle differs from traditional hardware procurement by emphasizing digital maturity and speed. According to the contract solicitation details, the scope encompasses “a broad range of work areas” intended to deliver capabilities to the warfighter with increased agility.
Specific technical requirements outlined in the award notification include:
- Artificial Intelligence & Machine Learning: Applications to accelerate decision-making and threat identification.
- Digital Engineering: Maximizing the use of model-based systems engineering (MBSE) and agile processes.
- Open Architectures: Ensuring new systems can integrate seamlessly with existing defense networks.
Program Structure
Performance under the SHIELD contracts will take place across the United States. If all options are exercised, work is scheduled to continue through December 2035.
The MDA confirmed that no funds will be obligated on the base awards; instead, funding will be obligated at the individual order level as specific mission requirements are competed among the pool of vendors. The contracting activity is the MDA, Redstone Arsenal, Alabama.
What This Means
The sheer volume of vendors now attached to SHIELD suggests the MDA is moving toward a “marketplace” model of acquisition.
