On Monday, October 12, 2026, the UK Space Agency awarded grant funding to environmental consultancy Callala Ltd and the University of Strathclyde to develop an Earth observation emissions tracking platform tailored for sustainable finance.

Selected under the agency’s Commercial Climate Services Call, the joint initiative will field the Platform Environmental Evidence & Performance Sentinel (PEEPS) to deliver independent, space-based verification of greenhouse gas emissions from offshore oil and gas installations.
Sustainable Finance Context and Reporting Deficits
Commercial financial institutions and asset managers face mounting regulatory pressure under global transition frameworks to audit the actual carbon footprints of heavy industrial assets. Existing emissions reporting across the offshore energy sector relies almost exclusively on voluntary self-disclosures and theoretical engineering estimates produced by platform operators. The PEEPS initiative addresses this transparency gap by establishing an objective, satellite-derived data layer designed to inform investment screening, credit facilities, and environmental risk assessments, building upon broader UK investments in Earth observation data infrastructure and environmental monitoring.
Platform Technical Architecture and Sentinel Analytics
The PEEPS platform combines orbital remote sensing with atmospheric dispersion algorithms to quantify regional pollutants. The software pipeline ingests satellite-derived nitrogen dioxide (NO₂) observations from low Earth orbit optical spectrometers, using local wind vectors and spatial modeling to isolate plumes emitted by specific offshore drilling rigs and production platforms. Building on research developed by the University of Strathclyde, the system benchmarks individual installations against industry peer groups, flags statistical outliers whose operational emissions deviate materially from self-reported disclosures, and converts atmospheric readings into auditable metrics for transition finance portfolios.
Project Timeline and Operational Delivery Roadmap
Callala and academic researchers at the University of Strathclyde will execute prototype development and algorithmic calibration through early 2027 under the Commercial Climate Services Call 4 program. The consortium is preparing pilot trials alongside banking partners and institutional asset owners to validate compliance with emerging corporate sustainability directives and verify platform performance ahead of full commercial deployment.
