Tory Bruno Leads Blue Origin’s National Security Push Following ULA Departure

KENT, Wash. — In his first public address since transitioning to the private sector, Tory Bruno, the former CEO of United Launch Alliance (ULA), confirmed on Saturday, February 21, 2026, that his move to Blue Origin was driven by a mandate to accelerate “urgent” national security projects.

Now serving as the President of Blue Origin’s newly formed National Security Group, Bruno is tasked with operationalizing the company’s heavy-lift and orbital logistics platforms for the U.S. Department of Defense (DoD).

The appointment, which was officially announced in late December 2025, represents a significant leadership shift in the aerospace industry. Bruno, who led ULA for over 11 years and oversaw the development of the Vulcan Centaur rocket, now reports directly to Blue Origin CEO Dave Limp.

Blue Ring and Orbital Logistics

A cornerstone of Bruno’s new portfolio is the Blue Ring spacecraft, a multi-mission platform designed for orbital logistics, refueling, and hosting diverse payloads.

  • Space Domain Awareness: In November 2025, Blue Origin announced that Blue Ring would host the first fully commercial Space Domain Awareness (SDA) mission in Geostationary Orbit (GEO).
  • Tactical Responsiveness: The vehicle is being integrated into the Space Force’s “DarkSky-1” mission to test its ability to maneuver and refuel in contested environments.
  • Resilience: Under Bruno’s leadership, Blue Origin is positioning Blue Ring as a critical component of the “Golden Dome” missile defense initiative, providing a maneuverable sensing layer that is less vulnerable than traditional fixed-orbit satellites.

The NSSL Certification Sprint

Bruno’s arrival comes as Blue Origin enters a critical phase for its New Glenn heavy-lift rocket. While the vehicle successfully completed its first two missions in 2025—including the landing of a first-stage booster in November—it remains in the midst of a four-flight certification process required for the National Security Space Launch (NSSL) Phase 3 contract.

Blue Origin was selected in April 2025 as the third provider for NSSL Phase 3 Lane 2 missions, alongside SpaceX and ULA. However, the company cannot fly its seven awarded “high-value” missions until the New Glenn achieves full Space Systems Command (SSC) certification, a milestone Bruno is expected to fast-track.

Strategic Context: The “Golden Dome” Initiative

The focus on “urgent” projects is tied to a broader U.S. military buildup. In December 2025, a White House executive order called for a prototype of the Golden Dome missile shield by 2028. This next-generation defense architecture relies on proliferated LEO and MEO constellations for rapid missile detection and tracking.

“We are going to bring important, innovative, and urgently needed capabilities to our Nation,” Bruno stated during a February 19 Space Forum. “Innovation, speed, and resilience are shaping the future of defense, and Blue Origin is now positioned to deliver at that tempo.”

Operational Outlook and Resource Shift

To support these national security priorities, Blue Origin recently announced a pause in its New Shepard suborbital tourism flights for at least two years. The company is redirecting these engineering and financial resources toward the Blue Moon lunar lander and the acceleration of New Glenn’s manifest. As the DoD seeks to establish a permanent presence and resilient sensing layers beyond Earth’s orbit, Bruno’s experience in strategic deterrence and missile defense is expected to bridge the gap between Blue Origin’s commercial innovations and the Pentagon’s requirements.
