Parsons Corporation (NYSE: PSN) has been awarded a cost-plus-fixed-fee task order valued at $88 million by the U.S. Air Forces in Europe – Air Forces Africa (USAFE-AFAFRICA). Under this agreement, Parsons will provide requirements analysis, design, integration, and testing for Air Base Air Defense (ABAD) operations, primarily focusing on capabilities at Ramstein Air Base in Germany and throughout the European theater.
Strengthening the European Defensive Posture
This award falls under a 10-year indefinite-delivery, indefinite-quantity (IDIQ) contract initially secured by Parsons in 2021. The task order represents a significant expansion of the company’s role in the region, bringing the cumulative face value of the contract to $192 million. The work includes a one-year base period followed by one 11-month option period.
The urgency of this deployment reflects the heightened threat environment in Europe, necessitating robust protection for critical infrastructure and forward-deployed forces against cruise missiles, unmanned aerial systems (UAS), and other kinetic threats.

Fusing Kinetic and Space-Based Data
The ABAD program requires the synthesis of disparate data streams to create a cohesive defensive perimeter. Parsons will implement an open-architecture system designed to integrate ground-based radar data with space-based early warning indicators. This fusion is critical for reducing the “sensor-to-shooter” timeline, allowing base commanders to detect, identify, and engage incoming airborne threats more rapidly.
The scope of work encompasses the entire engineering lifecycle, from the secure construction of facilities to the deployment of software that automates threat categorization. By leveraging all-domain data, the system aims to improve situational awareness across the USAFE-AFAFRICA area of responsibility.
Executive Perspective
“We are committed to supporting the Air Force in accelerating the decision loop and enhancing force protection in Europe,” said Mike Kushin, President of Defense and Intelligence at Parsons. “This task order allows us to leverage our expertise in rapid prototyping and systems integration to deliver a scalable air base defense solution that addresses evolving adversarial threats.”
